Onboard diagnostics have been around for decades. Unfortunately, prior to the government-mandated OBDII standard, things were a bit of a mess. Every vehicle [in America] since 1996 has an OBDII port. It must be located within 3 feet of the driver and be accessible without tools. If you are looking to listen in on the ECM, or talk to it, this is a good starting point.
